How to build a translation extension

Hello!
We want to use a new extension for a website and we need a german translation for it. Because no such translation exists, we want to do by ourselves. The documentation does not really explain how to make a new translation and how to include it. Can anyone of you tell explain me, how I can do this? Thank you very much!
