Timezone per User Possible?

I know it is possible to adjust the server time zone to a standard time. Is it possible to let users set their own timezone and reflect this time whenever time-related objects are fetched?

I'd like to implement this functionality, but do it in a way which is going to work well for all.
In terms of specifying available timezones, I'm wondering if timezone information should be stored as an array in the /share/locale/*.ini file - this seems an obvious place for it (given the time/date info stored already), and users could then select a timezone based on their locale (some countries span many timezones).
Any thoughts?
