Like all api's in private/ it was placed there since it was not the final say on the matter, aka they where not public api's. In the case of intermediate content api, the public php api is the sucessor, and as the name implies it will be public and supported for a very long time.

Hi Luca. For the time being, feel free to use the APIs in kernel/private and kernel, but remember that as André mentionned, lots of new, shiny & maintained APIs are being developed, and that they will clearly replace what will be used here.
But in any case, the current API will remain there for a while, and you can quite safely use them to solve your current needs.

As now clarified in another thread (eZ Publish 5 preparation blog post), eZ Publish 4.x will be bundled as is as and frozen as part of eZ Publish 5.x, hence the /kernel/private/api will remain and continue to work for the code you have that uses it.
