Invalid adminSiteAccess when trying to launch setup wizard

Hi
I am trying to update an old community 2012.8 installation to the 2014.01 version.
I did all the steps I found in the docs but when i go to mysite.com/ezsetup I have an error
Argument 'adminSiteaccess' is invalid: Siteaccess wasn't found in SiteAccessSettings.AvailableSiteAccessList
my problem is located at : in /var/www/preprod/vendor/ezsystems/ezpublish-kernel/eZ/Bundle/EzPublishLegacyBundle/SetupWizard/ConfigurationConverter.php at line 68
in my ezpublish_legacy/settings/override/site.ini.append.php file my site acces settings are
[SiteAccessSettings]
CheckValidity=false
AvailableSiteAccessList[]
AvailableSiteAccessList[]=mysite
AvailableSiteAccessList[]=mysite_admin
RelatedSiteAccessList[]
RelatedSiteAccessList[]=mysite
RelatedSiteAccessList[]=mysite_admin
MatchOrder=uri
HostMatchMapItems[]
Can somebody help me find what is my problem : what do I have to do to be able to launch the setup wizard ?
