Can anyone help me to tell which property is used in api to update this value for a node?

It's the "language_mask" field of the ezcontentobject class you are looking for:

Hi,

you should use

eZContentOperationCollection::updateAlwaysAvailable( $objectID, $newAlwaysAvailable ); 

to set that value ( it's called "always available" in the API). This method is what eZ Publish administration uses to set the flag.
