Quote from Alex Wilson :

I strongly discourage manipulating the quality factor within ImageMagick as it's very slow and introduces unnecessary JPEG artefacting.

Within the LiipImagineBundle we've introduced the concept of a PostProcessor, and several are available by default.  I recommend instead enabling the mozjpeg and pngquant postprocessors, which will only work for their configured image types, with default settings.  You will typically see a 60% reduction in filesize, with no noticeable change image quality.
